Prop 1 IRWM Planning Grant Program

The Kings Basin Water Authority (KBWA) executed an IRWM Planning Grant agreement with the California Department of Water Resources (DWR) in June 2017. The KBWA was awarded $202,817 in Proposition 1 IRWM Planning Grant funds – the total project cost was $257,162.40. The KBWA developed a Storm Water Resources Plan (SWRP) in conjunction with the update of the IRWM Plan. The Storm Water Resources Plan covers areas within the KBWA IRWM boundary except for areas already covered by the Fresno Metropolitan Flood Control District’s functional equivalent Storm Water Resource Plan and the Tulare County Cottonwood Creek Storm Water Resource Plan. The KBWA IRWM Plan Update and SWRP development were completed on December 31, 2018.

IRWM Plan Update Workgroup

The IRWM Plan Update Workgroup reconvened to assist in the update of the Kings Basin IRWMP. The Workgroup met on an as needed basis at the Kings River Conservation District Board Room, 4886 E. Jensen Ave, Fresno, CA 93725. Members and Interested Parties were invited to participate in Workgroup meetings and provide input on matters applicable to the Workgroup’s function.

PROJECT: 2016 Kings Basin Water Authority IRWMP Update

The objectives of this project was to update the 2012-adopted KBWA IRWMP to be in compliance with the 2016 IRWM Grant Program Guidelines and develop a Storm Water Resources Plan (SWRP) that covers areas within the IRWM boundary not already covered by a SWRP or functional equivalent SWRP. The following topics were addressed in the update:

Address AB1249 which requires IRWM regions with areas of nitrate, arsenic, perchlorate, or hexavalent chromium contamination, to include in its IRWM plan a description of each of the following: the location and extent of that contamination in the region; the impacts caused by the contamination to communities within the region; existing efforts being undertaken in the region to address the impacts; and any additional efforts needed to address the impacts.

Address SB985 which requires the IRWMP to incorporate and acknowledge any Storm Water Resource Plans (SWRP) or approved equivalent plans within the region.

Provide continued facilitation and involvement of DACs and SDACs within the IRWMP, including continuing efforts to advance project technical assistance needs, communicate funding opportunities, and address stormwater management issues.

Develop a SWRP that covers areas within the IRWM boundary that are not covered by a SWRP or functional equivalent SWRP.

Incorporate any updates to IRWMP sections that have been modified from KBWA Board actions since the adoption of the IRWMP in 2012.
